동포 여러분들께, 
안녕하세요? 코로나 사태로 다들 힘드시죠? 그래도 한가지 우리가 생각해 보아야 하는 부분이 있습니다. 학생비자, 워홀러 그리고 457비자 등 임시비자 소지자 들에 관해서입니다. 우리 이민자들이 힘든 것보다 그들은 더욱 그렇습니다. 지금과 같은 코로나 상황 하에서 어떤 방법이 있는지 사실은 저도 잘 모르겠습니다.
고민한 끝에 이 문제를 함께 공유해야 하겠다고 판단하여 아래와 같은 글을 써서 호주의 채널 7, 9, 10 그리고 SBS 등 방송국과 제가 거주하는 지역 (애들레이드)의 스티븐 마샬 남호주 주총리에게도 보냈습니다. 어쩌면 제가 쓴 내용이 검토되고 정책에 반영될 확률은 아주 낮을지도 모릅니다. 하지만 이 글을 읽는 동포 분들께서는 함께 공감해 주시고, 더 나아가 주변의  호주인들에게도 공유해 주셨으면 합니다. 한글과 영문으로 각각 작성했습니다. 감사합니다. – 필자 주(註)

성경에 보면 영생을 어떻게 얻을수있느냐고 묻는  율법사에게 예수님은 하나님을 사랑하고 이웃을 네 몸같이 사랑하라고 답하신다. 이에 율법사는  “누가 내 이웃입니까?라고 되묻는다. 예수님은 우리가 잘 아는 ‘선한 사마리아인’의 스토리를 이용해 답변하신다. 이야기 속에는 제사장, 레위인 그리고 사마리아인이 나오는데 그 강도맞은 사람에게 이웃은 오직 긍휼과 자비를 베푼 사마리아인뿐이었다. 

이 스토리의 초점은 ‘사랑의 실천’이라고 볼 수 있는데, 중요한 것은 그 사랑의 실천 대상이 사랑을 주는 자가 아니라 받는 자에 의해 결정된다는 점이다. 다시 말하면 사랑이 내게 필요했을 때, 내게 도움을 주지 않는 사람은 내 이웃이 아니라는 것이다.

우리는 지금 코로나-19라는 신종 바이러스 전염병으로 인해 홍역을 앓고 있다. 연방과 각주/준주 정부, 사회 각계각층에서 개인과 커뮤니티를 돕고 있다. 그나마 정부의 일자리유지보조금 덕택에 향후 6개월 동안은 많은 이들이 숨을 돌리게 됐다. 이 상황에서 제가 남호주 정부와 함께 생각해 보고 싶은 사항은 정부 수혜대상에서 제외된 임시비자 소지자에 관한 것이다. 이는 457비자나 졸업생 비자와 같은 일할 수 있는 비자 소지자, 유학생 그리고 워홀러(백패커) 등을 포함한다. 
대부분의 가게들이 문을 닫았다는 말은 임시비자소지자 역시 일자리를 잃었다는 것을 의미한다. 그들 모두가 자신들의 계획을 이루어가고 있는 어느 과정 중에 있다. 어떤 이들은 학업이나 아니면 비자에서 요구하는 고용조건을 맞추는데 중간쯤 와있고, 다른 이들은 이제 시작했거나 거의 마무리단계에 있을 수 있다. 

제가 말씀드리고 싶은 것은 그들 역시 우리 호주 경제의 한 단위라는 것입니다. 다른 말로 그들은 우리에게 수익을 가져다주는 ‘수익센터’라는 의미입니다.
일 할수 있는 임시비자는 457 또는 485비자 등을 포함합니다.  그들 중 많은 이들이 남호주에서 대학 과정을 이수했습니다. 이제까지 그들은 영주권자가 되어 남호주에 거주하고자, 시간과 노력과 재정적인 투자를 해야 하는 등 나름 그들의 최선을 다해왔습니다. 이제 시간이 지나면 그들 또한 우리와 같은 남호주인이 될 것입니다.
유학생은 1인당  학비 $30,000 그리고 생활비 $20,000 등 통상 연간  $50,000을 지출합니다. 이 말은 대학 졸업자 1명이 어학연수 1년 비용까지 포함하면 총 $200,000을 소비한다는 셈입니다. 그들은 공부하는 과정에서 단지 지식만을 배우는게 아닐 것입니다. 호주의 문화와 정신도 배우게 됩니다.  아마 그들 중 대부분이 호주에 남아 우리와 같은 영주권자나 시민권자가 될 것입니다. 그렇지않다 하더라도 그들이  고국으로 돌아가 우리 호주를 응원하는 지원군이 될 것입니다. 어느쪽이든 그들의 마음은 우리와 같은 호주인이라는 점이 중요합니다.

워홀러 프로그램은 젊은이들에게 호주 여행을 가능케하고 또한 그 비용을 충당하도록 단기 고용의 기회까지 허용합니다. 그들은 대개 과일 수확과 같은 육체적인 농장 일을 하는 경우가 많습니다. 이 비자는 1년이며 오지에서 특정한 분야에서 3개월 이상을 일하면 비자 연장의 기회가 주어집니다. 그 특정한 분야란 다름아닌 우리가 선호하지 않는 힘든 일입니다. 우리가 기피하는 일을 그들이 담당함으로써 해당 분야의 인력부족 현상을 그들이 메꾸고있는 셈이죠. 그럼 점에서도 우리는 그들이 필요합니다. 혹자는 지금 이 상황에서 우리 식구 먹여 살리기에도 재원이 부족하다고 말할 수 있습니다. 하지만 우리가 지원해 주는 자금이 남호주 이외로 새어나가지 않도록 할 수 있습니다. 없어지는게 아니라는 얘기죠. 제도적 장치만 있으면 모든 지원금이 고스란히 남호주 안에서  소비될 수 있습니다.

한국에서는 ’지역화폐’가 많은 도시에서 통용되고 있습니다. 지역화폐는 해당 발행지역에서만 사용할 수 있습니다. 남호주 정부도 주 정부의  지원을 지역화폐를 통해 할 수 있습니다. 지원금을 받는 이들이 남호주 밖으로 가지고 나가지 않도록 하기 위함입니다. 때문에 주 정부 입장에서 재정적인 지원을 했더라도 그 돈은 그들의 생활비로 쓰여져 고스란히 지역 사업체들의 주머니로 되돌아 오게되어 결국엔 지역 경제를 살리는 결과를 가져올 것입니다. 서로 윈-윈(win- win)하는 전략입니다.
이처럼 우리 주에 맞는 그리고 보다 결과 지향적인 정책을 펼침으로써  다른 주와는 달리 그 어떤 ‘차이’를 만들 수 있다고 저는 믿습니다. 이러한 정책은 보다 장기적인 효과도 가져올 것입니다. 미래의 학생, 투자자 그리고 이민자들이 우리가 어떻게 이 어려운 시기를 이겨나가고 또한 우리 남호주가 얼마나 위대한지를 알게될 것입니다.

아무쪼록 남호주 정부가 우리 사회에서 소외될 수 있는 임시비자 소지자들을 어떻게 하면 도움을 줄 수 있는가를 고려해 주었으면 합니다. 동시에 우리 남호주 정부가 성경 속 ‘선한 사마리아인’이 되는 그림을 그려봅니다.

WHO IS MY NEIGHBOR IN THIS CORONAVIRUS SITUATION ?
In the Bible, a lawyer asked Jesus “who is my neighbour?” Jesus answered with the parable of the Good Samaritan. There appears three people in the story; a priest, a Levite and a Samaritan.  The priest and the Levite passed by the injured but the Samaritan helped him. It is the Samaritan who showed mercy. 
What is the focus of the parable of the Good Samaritan who healed, served, and loved the injured man? Of course, it is the practice of love. However, more precisely, it is about selecting objects for the practice of love. To put it more succinctly, it means that the practice of love should be decided not from the giver’s point of view but from the person who needs love. 
Now we are going through this turbulent time of coronavirus pandemic. All level of government and agencies are doing their best to help individuals and community. As a result, at least for the six months residents will be able to manage their lives thanks to the generous government supports. In this situation, what I want to think together with you is about temporary residents who are excluded from the benefits. They include Working and Skilled visa holders, overseas students and working holiday makers. 
The closure of the most shops means that the temporary residents too have lost their jobs. All are in the middle of the course of their own plan. Some are halfway up to their completion of degree or employment required for visa. Others are beginning or nearing their goal. What I want to remind you of is that they too are members of the Australian economy. More specifically, they are revenue centre to us. 
Temporary residents hold temporary visas such as Temporary Work (Skilled) Visa and Temporary Graduate Visa (485). Many of them are graduates who completed tertiary education in South Australia. With the dream of becoming a South Australian they made every endeavour in terms of time and effort including financial commitment.  In course of time, they will be our fellow South Australian. 
An overseas student spent approximately $50,000 in average per year (Tuition fee $30,000+ Living cost $20,000). That means a graduate student has spent $200,000 having included English language course fee of one year. In their course of studying, they learn not only academic knowledge but also Australian culture and mindset. They are more likely to choose to stay and become our proud fellow Australian after their studying. Otherwise they will be our supporters to advocate Australia in their own countries. Either way they are Australian in spirit.
Meanwhile, the Working holiday makers program enables overseas young people to travel in Australia and to support themselves during their stay with short-term employment. It is not exaggerating to say that they are the main workforce for some industries such as harvesting and packing fruits. The visa allows them to stay a year but they can extends one more year if they have completed three months specified work in regional Australia. The specified jobs are not-demanding jobs for us. They are easing the shortage of manpower in some industries. Therefore, we need them.
It may be true that we are even deficient in funding to help our residents in this uncharted time.  However, I would say that the helping fund for the temporary residents may not go away from South Australia even if it is given to them. All will be spent in here if there is some measure to prevent from spending elsewhere.
Local currency is used in many cities in Korea. It allows to be exclusively used only in that city of issue of that local currency. People can use it like cash in our neighbourhood shops. That way it helps the local economy. Again it is to be circulated in that region.  South Australia government can provide people in financial distress due to covid 19 including temporary residents with the monetary support using local currency.  They will take the money out nowhere else as there is nowhere to use it except South Australia. Even if the government give them financial support, the money will be back to the residents’ pocket by way of consumption of goods and services for their living thereby ultimately helping existing residents. I would call it “win- win strategy”. 
I believe we can make difference by having a state- specific and clear purpose- driven strategy than the any other states or territories. The suggestion I made must have long lasting effects for a long time. The potential, future applicants for studying in, investing in and immigrating to South Australia will see how well South Australia go through this crisis and how great the state is.
I expect our state government to consider how to look after the otherwise outcasts of the society. At the same time, I picture the scene for South Australia to be a State of the Good Samaritan.
