지난 6일 호주 주류 언론에 보도된 한국인 여성 성매매 '밀고(dob in)'기사를 접한 뒤 찰스 카세스셀리 NSW주 자유당 하원의원이 보내온 글을 영문과 한글로 병행 표기로 싣습니다.
최근 한인 커뮤니티 내에서 전개되고 있는 성매매 근절 운동이 동포 사회 뿐만 아니라 호주 주류 사회로도 확산되기를 바랍니다.
편집자 주-Charles Casuscelli RFD MP Member for Strathfield(찰스 카세스셀리 스트라스필드 지역구 NSW주의원)At a recent Korean Ministerial Committee Meeting the issue of Korean women being coerced, forced or tricked into working in the sex industry was briefly discussed.? I have had a number of discussions with Korean community leaders regarding this issue and I must admit that the majority of the advertising regarding prostitution and brothels appears to feature Asian women.The problem has three dimensions: the continuing operation of illegal brothels, the regulation and compliance of legal brothels and human trafficking whereby women may end up in sexual servitude either in illegal or legal brothels.Some time ago, Minister Chris Hartcher and I announced a plan to ensure that all brothels are licensed, with stringent vetting of brothel licence applicants to clamp down on the use of brothels by organised crime groups and unsuitable persons; instituting annual brothel licence fees to ensure legal brothels comply with the law and improving the co-ordination of councils' compliance officers with authorities such as WorkCover NSW and NSW Health.Illegal brothels pose risks not just for the community but also for their workers, it is these establishments where sexual servitude prevails, and evidence suggests they are a haven for tax fraudsters and a money-spinner for organised crime.? These establishments often pose a series of breaches in trading hours, fire safety risks, immigration issues, drugs and weapons.? Illegal brothels need to be identified and shut down immediately.I am aware of Korean community concerns over reports that suggest at least 1000 Korean nationals are working in the local sex industry, some could be as a direct result of sex trafficking.? I am unable to confirm the veracity of the numbers but there is real and substantial concern amongst the community.Recently Immigration Minister Chris Bowen said that his department would conduct a targeted analysis of the student visa program and any links to the sex industry. The Federal Government has previously indicated that $50 million in funding had been put towards domestic anti-trafficking initiatives since 2003. There have been more than 300 Australian Federal Police investigations into trafficking allegations since 2004, with 14 convictions.Speaking to a number of people that are active in helping victims of sexual exploitation some of the problem lies in the fact that women over the age of 18 need to ask for help, it cannot be forced upon them. If a woman is found to be under 18 years of age, immediate and effective action can be taken to remove them from the exploitation regardless of their wishes.?The problem of protecting women over 18 comes down to two things. Firstly, providing them with information about where to get help at any time they decide to seek help, and secondly to make it easier for them to access support services provided by organisations such as the Salvation Army, the Red Cross, Asian Women at Work, OASIS Crises Centres, and Project Respect amongst others.Awareness of sex trafficking before a woman is caught up in it is critical.?My two daughters were shocked when we recently watched a movie called "Taken" that starred Liam Neeson, the story was about two young women who had no idea of the extent of human trafficking and who had been taken while on a holiday and were to be sold as sex slaves. The movie provided insights into the decadent and evil world of human trafficking that is normally hidden from us and showed in graphic detail the destruction of the lives of those caught in its web.Unlike the movie with the typical Hollywood need to have a happy ending, where the father was an ex CIA agent and was able to "save" his daughter,? real life events turn out dramatically different , tragedy and grief are the only guaranteed outcomes for those unfortunate individuals.My daughters are now much more aware, but they need constant reminding of the risks.Over the next few months, working with leaders of the Korean community and representatives of organisations such as the Salvation Army I will be exploring whether we can do more to protect and support victims of the sex industry, especially those from Asian countries. My attention will be directed to whether enough is being done to warn vulnerable people about sex trafficking before they leave their homeland ? perhaps as part of the VISA process and also whether a mandatory induction into the sex industry that informs and allows new entrants an opportunity to exit out, is practical and warranted.??
섹스 산업과 아시아 여성최근 열렸던 NSW 주정부 장관급 자문단체(MCC) 한인커뮤니티 모임에서 강압에 의해 성매매 업계에 종사하고 있는 한인 여성들의 문제가 거론됐다.
나는 한인사회 대표들과 이 문제를 논의해왔고, 대부분의 성매매 업소 광고에 아시아 여성들이 나오는 것을 인정하지 않을 수 없었다.
이 문제는 다음 세가지로 말할 수 있다.
불법 성매매 업소의 지속적인 운영, 합법 성매매 업소에 대한 규정과 법 준수, 불법이든 합법이든 성업소에서의 여성 성노예화와 관련한 인신매매 문제이다.
얼마 전 나는 크리스 해처 NSW 에너지부장관과 함께 모든 성업소들이 면허를 받도록 하고, 범죄조직이나 부적합한 사람들에 의해 운영되는 것을 막기 위해 성업소 면허 신청자들을 엄중하게 조사하는 방안을 계획했다.
또한 성업소 면허료는 합법 업소들이 법을 확실하게 지키도록 하고, 워크커버(WorkCoverNSW)나 NSW 보건부의 권리를 집행하는 카운슬의 활동을 지원하고 개선하는 데 쓰이게 했다.
불법 업소들은 커뮤니티와 종사자를 위협한다.
성노예 관련 업소들의 활동이 횡행하면 세금포탈, 조직범죄의 수익사업과 연결되고 규정업무시간, 소방안전규칙, 이민법 불이행으로 이어지고 마약이나 불법무기 문제도 뒤따른다.
따라서 불법 업소들은 하루빨리 색출해 사업장을 폐쇄해야 한다.
시드니 한인들은 불법 성매매 종사 한인 여성들의 숫자가 약 1000명으로 이들 중 대부분이 인신매매에 의한 것으로 추정된다는 뉴스를 듣고 우려하고 있다.
최근 크리스 보웬 연방이민부장관은 학생비자 프로그램의 분석을 타깃으로 삼고 성매매와 연관 여부를 조사하고 있고, 연방정부는 2003년부터 5000만달러의 기금을 들여 인신매매 금지에 힘쓰고 있다.
2004년 이후 300건의 인신매매 혐의가 조사됐고, 이 중 14건이 유죄판결을 받았다.
성착취 피해자를 돕는 사람들에 따르면 또 하나의 문제는 18세 이상 여성이 도움이 필요하다 해도 그들을 위한 강제적인 어떠한 조치를 취할 수 없다는 것이다.
18세 이하 여성들은 즉각적으로 빼내올 수 있다.
따라서 18세 이상 여성들에게는 도움을 받기 원할 때 도움 받을 수 있는 곳을 알려줘야 한다.
그리고 구세군(Salvation Army), 적십자(Red Cross), Asian Women at Work, OASIS Crises Centres, Project Respect 등의 단체에서는 좀 더 그들이 쉽게 다가올 수 있게 서비스를 지원해야 한다.
향후 몇 개월 동안 한인사회 대표들과 구세군 같은 대표 조직들과 일하면서 우리는 성매매 피해자(특히 아시아 여성들)를 보호하고 지원할 수 있는 방법은 무엇인지 찾아보고자 한다.
나는 여성들이 호주로 오기 전에 모국에서 성매매에 대한 경각심을 충분한 교육받을 수 있도록 할 것이다.
비자 프로그램의 일환으로 운영할 수 있도록 해 새로 입국하는 여성들이 성산업에 무방비로 노출되지 않도록 위험을 인식하는 실제적인 교육에 집중할 것이다.
